Brief Job Description:

The purpose of this position is to provide leadership, direction, education, and overall management of the site’s Safety, Health, and Security programs, and ensure full compliance with all applicable laws, regulations and guidelines pertaining to occupational health and safety, security, and process safety.  Establish programs and management systems to achieve top tier performance in process safety, behavior based safety and in key performance measures such as TRIR, LTIR, etc.

Essential Job Functions & Responsibilities

  • Provide leadership, direction and supervision for health and safety department to meet the department and plant goals.
  • Develop, implement and/or maintain comprehensive management systems in support of safety policies, procedures, and programs. Audit and evaluate the effectiveness of the systems and recommend and implement appropriate corrective actions.
  • Serve as a site technical resource for health and safety programs. Interpretation of regulations and applicability of regulations to plant activity. Interaction with governmental authorities, maintain records for inspections (state/federal) and follow legislative activities. Serve as primary contact for Third Party Inspections and Audits pertaining to OSHA/Responsible Care are related programs. Serve as primary contact for correspondence with attorneys or other legal representatives from PMC or outside agencies.
  • Overall responsibility for site’s process safety management program including establishing guidelines, auditing, measuring, and reporting, etc.
  • Conduct/coordinate incident investigations. Serve as site contact and system manager for electronic incident data management systems. Coordinate and lead monthly review sessions on the status of incident investigations and corrective/preventative actions.
  • Serve as a technical resource for the site’s Incident/Emergency Commanders. Oversee emergency response programs to prepare the plant and community.
  • Manage and improve site contractor safety management program. Revise or amend system as needed to maintain compliance with federal, state, and local guidelines.
  • Oversee site industrial hygiene plan which includes leading efforts to reduce potential employee exposure to toxic substances and reducing physical handling of raw materials and products.
  • Oversee site safety committees and ensure their effectiveness and the effectiveness of their established programs.
  • Supervise and coordinate all plant safety training.
  • Manage worker’s compensation
  • Develop security programs to control the flow of people and equipment in and out of the plant.

Knowledge, Skills & Abilities

  • Knowledge of OSHA requirements as it relates to the position.
  • Knowledge of emergency response
  • A high level of oral and written communication skills, exceptional training and presentation skills.
  • Ability to interact with employees at all levels within the organization.
  • Proficient in the use of Microsoft Office applications.

Education, Training, and Experience Required

  • S. in an Engineering or Science preferred
  • At least 10 years Health & Safety experience in an industrial setting, with preference given to experience in Process Safety Management, as well as supervisory experience
  • Community outreach experience desirable.
